Audit Commission appoints Controller of Audit
The Board of the Audit Commission has announced the appointment of Marcine Waterman as Controller of Audit with effect from 1 September 2012. Marcine is currently the Commissions Director of Audit Policy and Regulation.
Chairman Michael O’Higgins says:
Marcine joined the Commission in 1993 and, since then, has been involved in most of the Commission’s key change programmes including data quality, fire modernisation verification, Best Value, and market testing. As Director of Audit Policy and Regulation, she recently led the largest and most complex outsourcing procurement the Commission has been engaged in. In appointing Marcine, we know that we have chosen someone who has a wealth of experience in audit regulation, and we wish her every success in her new role.
Marcine’s appointment has been approved by the Secretary of State for Communities and Local Government, and Michael O’Higgins has asked the Permanent Secretary at DCLG to confirm her as the Accounting Officer from 1 September.
Before joining the Audit Commission Marcine worked at Ernst & Young, and was a Confidential Assistant in the US Presidents Office of Management and Budget, Legislative Affairs. She holds a BA in Political Science from the University of California and a Masters Degree in Public Finance & Administration from Washington’s American University.
Marcine says she is excited to be taking on the job:
I am pleased that it is reverting to original title of Controller of Audit as envisaged when the Audit Commission was founded. The transition to a slimline version of the organisation will be challenging, but we have a vital job to do ensuring high quality audits at lower cost to public purse.
This is a challenging time for all involved, and I recognise the sacrifices and professionalism of all those who have lost or will lose their jobs, and of the small number of colleagues who will take the Audit Commission forward with me. First business will be to encourage a constructive and positive contribution to the Draft Bill on the Future of Public Audit. I am dedicated to tackling the organisation’s future with enthusiasm, and making sure the Commission continues to play a significant role in keeping our public services efficient and effective.
Current Chief Executive Eugene Sullivan will stay in post until the outsourcing project has been successfully completed later this year.
