Chief Executive and Managing Directors

Our chief executive and managing directors form the Audit Commission Management Team; responsible for the day-to-day operations of our organisation.

Chief Executive

Steve Bundred

Steve Bundred, Chief Executive

Steve has been Chief Executive of the Audit Commission since 1 September 2003.

Prior to joining the Audit Commission, Steve was Executive Director of the Improvement and Development Agency for local government and before that was for seven years the Chief Executive of the London Borough of Camden, having previously been its Director of Finance. He has also previously worked for Lewisham and Hackney councils and London University 's Birkbeck College.

Steve has been a TEC Assessor, a member of the Higher Education Funding Council, and the Chair of the Higher Education Review Group. He has been awarded an honorary Doctorate of Science by City University, of which he was formerly Deputy Pro Chancellor, and is a fellow of the Royal Society of Arts.


Managing Directors

Gareth Davies

Gareth Davies, Managing Director Local Government and Housing

Gareth was previously the Commission's regional director for the north of England. He has a background in public audit, including appointments as district auditor to major local authorities and NHS bodies.

Gareth is also a trustee and honorary treasurer of Oxfam GB.


Tracey Dennison

Tracey Dennison, Managing Director Human Resources

Tracey has worked in local government for nearly 30 years, and all of that time has been spent in HR management. She began her career as a clerical assistant with the Greater London Council. In 1990 she went to work for the London Borough of Camden, where in 1996 she was appointed Assistant Chief Executive (Personnel). Since 2003, Tracey has been Managing Director (HR) at the Commission.

She has a Diploma in Public Administration from Warwick Business School and is a Chartered Fellow of the CIPD.


Martin Evans

Martin Evans, Managing Director Audit

Prior to joining the Audit Commission in 1998, Martin held the post of Policy and Technical Director at CIPFA, with responsibility for all CIPFA's policy and technical work across the public services and for all aspects of professional regulation.

He is also a member of the Financial Reporting Advisory Board which advises government on public sector accounting.


David Walker

David Walker, Managing Director Communications and Public Reporting

David joined the Audit Commission in October 2008. Prior to this, he edited Public, the Guardian's monthly magazine for senior public sector managers. He has also worked as a journalist for The Times and has written a number of books analysing and commentating on politics and the public sector.

He chairs the communications and information committee of the Economic and Social Research Council and is a non executive director of the National Centre for Social Research.


Andy McKeon

Andy McKeon, Managing Director Health

Andy was the Director of Policy at the Department of Health.

During his time at the Department he was also head of primary care, and played a central role in the development of a number of White Papers.


Eugene Sullivan

Eugene Sullivan, Managing Director Corporate Services

Before joining the Commission in June 2008, Eugene was a Partner in RSM Robson Rhodes LLP (now Grant Thornton LLP) in charge of public sector services and was also a district auditor at the Commission in the 1980s.

He has specialised in public financial management, governance, risk and audit, and served on the financial management panel at the Chartered Institute of Public Finance and Accountancy for nearly ten years. His previous employers include the Department of Health and Social Security and HM Treasury.


Peter Wilkinson

Peter Wilkinson, Managing Director Policy Research and Studies

Peter has been at the Audit Commission since 1990, and a Director since 1995.

Peter has worked in the local government, health and policy sectors and has particular interests in knowledge management, performance management and measurement in the public sector.
