Fire verification reports
The fire and rescue performance assessment consisted of three elements:
- an assessment of improvement or deterioration in performance, measured through a scored direction of travel assessment. The assessment is outcome-focused and is informed by findings from the following two assessments of the fire and rescue authority;
- a use of resources assessment. This assesses the authority’s performance across a range of financial themes including the FRA's arrangements for providing value for money (VfM), and provides a scored assessment on these; and
- a scored fire and rescue service assessment which has an emphasis on service delivery and includes a performance information element and an operational assessment of service delivery (OASD) (provided by Department for Communities and Local Government (CLG)).

We produced a value for money profile tool to support the Commission and fire authorities making these assessments. This tool is subject to continual revision and no longer reflects the 2007 position.
The Commission produced a direction of travel guidance document for its own staff. To increase the understanding of our assessment process and to promote transparency we made this document publicly available.
The performance assessments for 2006 have now been published and we have produced a national report with analysis of the fire and rescue performance assessment 2006 scores.

Fire and Rescue Performance Framework 2006/07 recognised that fire and rescue authorities are in the process of improvement planning and that the early signs of improvement are only now starting to emerge. Our 2006/07 framework was therefore designed to be proportionate and measure the scale and sustainability of this improvement.

The consultation period for the fire and rescue performance framework ran from 6 April to 30 May 2006. As part of that consultation we published the following documents:

The Fire CPA methodology overview published in January 2005 described the methodology we used and the scoring rules.
In January 2004 and again in June 2004 we carried out a special 2-stage verification of the progress of modernisation in fire authorities in England and Wales. A national report 'Verification of the progress of modernisation' from stage 1 was published in March 2004. The national report 'Second verification report on the progress of modernisation' from stage 2 was published in September 2004 along with copies of the local reports for individual fire authorities. The publication of this report marks the end of our study in this area.
