Earlier this year we consulted on proposals for CPA 2008 – further details below.

There will be no further consultation on CPA.

Proposals for CPA 2008

On 16 January 2008 we launched consultation on our proposals for CPA - the Harder Test framework for 2008 for single tier and county councils. This consultation closed on 11 April 2008.

We proposed minimal change from the CPA 2007 framework (PDF, 114Kb). The key proposals were:

  • to report the CPA results in February 2009;
  • to remove the temporary protection on overall CPA ratings granted to those councils whose new style corporate assessment score declined. This is as detailed in 'CPA - the Harder Test framework 2006' (PDF, 179Kb). As a result, all CPA 2008 star ratings will be calculated on the basis of council’s new-style corporate assessment scores; and
  • to incorporate a small number of necessary changes to detailed PI sets for the Audit Commission service assessments; and
  • to make some minor changes to the benefits service assessment which is now the responsibility of the Audit Commission.
