We launched a consultation on the Payment by Results (PbR) data assurance framework for 2010/11 onwards in autumn 2009. We have now published the response to this consultation, PbR data assurance framework: response to consultation feedback (PDF, 200Kb) (opens in a new window).
We received overwhelming support for our proposals to move towards a more risk-based approach. The main components of the framework will be:
- A risk assessment process to identify risks over the quality of PbR data using national and local information. This risk assessment will inform the focus, level and direction of the local audit programme.
- PbR contracting and data quality arrangements for primary care trusts will be assessed and linked to other assessment processes, such as world class commissioning and use of resources.
- A cyclical programme of national PbR assurance reviews covering such issues as the implementation of previous audit recommendations; data quality arrangements; and reviews of the consistency of data definitions and guidance.
- Further development of the PbR National Benchmarker to support the wider assurance process and local improvement in the NHS.
- A national research and development programme covering proposed new tariff areas (for example mental health and community services), reviews of known problem areas and the further development of good practice and benchmarking information.
