The 2006 Annual Review considers the progress pathfinders are making; explores some of the emerging issues and looks forward to the challenges and policy changes of a developing government agenda, organised around the following headings:
- the context
- measuring progress
- key challenges
- the future and
- learning
It formed conclusions and recommended a number of actions for pathfinders', including:
- focus on community cohesion; with particular challenges to be faced in meeting the needs and aspirations of all sections of diverse communities, especially if there are underlying tensions between communities
- work to sustain marginal owner-occupation and to develop solutions, including appropriate alternatives for low-income homeowners that are sustainable in the long term
- develop rigorous approaches to value for money, which include option appraisal and programme management to maximise the added value delivered by the programme.
