The Commission periodically undertook major reviews of the HMR programme and overall pathfinder progress. Four reports were completed between 2005 and 2011, which consider wider issues impacting on the programme, including links with other national programmes and priorities.
- The Housing Market Renewal: Programme review 2010 takes an overview of the achievements of pathfinders since the start of the programme and considers how HMR can adapt to ensure continued relevance as local partnerships seek to continue prioritised interventions in the absence of national dedicated funding.
- The Housing Market Renewal: Programme review 2008/09 outlines the challenging context against which the programme was operating; focuses on some of the broad strategic issues facing the programme and comments on recent pathfinder performance.
- The 2006 Annual Review considers the progress pathfinders were making; explores some of the emerging issues and looks forward to the challenges and policy changes of a developing government agenda.
- The best practice handbook 2005 considers the programme in context; how well pathfinders' responded to the challenge; how pathfinders were contributing to wider policy objectives and barriers to progress
