Previous rounds of performance monitoring have considered the pathfinder’s record at a strategic level in developing and delivering its programme across the pathfinder area. Following the pathfinder’s recent Scheme Update submission to the then ODPM for funding from 2006 to 2008 and the Audit Commission’s Strategic Review of those proposals, the scope of this Performance Review visit was to understand in more detail the development and implementation of plans in one part of the pathfinder area - Bank Top in the Blackburn with Darwen local authority area.
