Previous rounds of performance review have considered each pathfinder’s record at a strategic level in developing and delivering its programme across the pathfinder area. Gateway submitted a scheme update to the Department for Communities and Local Government (DCLG) in April 2006, setting out their proposals for funding from 2006/08 and the Audit Commission produced a Strategic Review of those proposals that was published when funding was announced by DCLG in November 2006.
This performance review now seeks to understand in more detail the development and implementation of plans in one part of the pathfinder area - the Newington and St Andrews (NaSA) area of West Hull. The NaSA area was chosen as the focus for this performance review because it has received the highest level of Housing Market Renewal (HMR) expenditure in the pathfinder between 2004 and 2006.
