Previous rounds of performance monitoring have considered the pathfinder’s record in developing and delivering its programme across the pathfinder area. Following the pathfinder’s recent Scheme Update submission to ODPM for funding from 2006 to 2008 and the Audit Commission’s Strategic Review of those proposals, the scope of this Performance Review visit is to understand in more detail the development and implementation of plans in one part of the pathfinder area. Werneth in Oldham was chosen as the focus area because the level of Housing Market Renewal (HMR) expenditure from 2004 to 2006 was higher than any other neighbourhood (although at a similar level to Derker). There has also been a wide range of different types of activity.
