Tees Valley Living (TVL) was not one of the nine pathfinders, but one of three sub-regional partnerships set up subsequently to similarly focus on addressing the problems of weak and dysfunctional housing markets. It has been in receipt of HMR funding since April 2006, and was awarded pathfinder status by CLG in April 2008 which represents an important milestone in the project’s development. Between 2008 and 2011 it will access funding broadly comparable with some other pathfinders, and be subject to the same monitoring regime. In terms of this report it will be referred to as a pathfinder or HMR partnership. This is the first report produced for the HMR
partnership which covers parts of the local authority areas in Darlington, Hartlepool,
Middlesbrough, Redcar and Cleveland and Stockton-on-Tees.
