Previous rounds of performance monitoring have considered the pathfinder’s record at a strategic level in developing and delivering its programme across the pathfinder area. Following the pathfinder’s recent Scheme Update submission to ODPM for funding from 2006 to 2008 and the Audit Commission’s Strategic Review of those proposals, the scope of this Performance Review visit was to understand in more detail the development and implementation of plans in one part of the pathfinder area. Southey Owlerton in Sheffield was chosen as the focus area because of the level of Housing Market Renewal (HMR) expenditure from 2004 to 2006 and the wider socio-economic characteristics of the area.
