Over the last five years the Audit Commission has been assessing the performance of the Housing Market Renewal (HMR) pathfinders on behalf of what is now the Government Department for Communities and Local Government (CLG). This has involved scrutiny of pathfinders' strategies and investment programmes as well as regular performance reviews.
The Audit Commission uses a structured framework for completing its review and scrutiny of HMR pathfinder performance. This allows for a series of challenging, appropriate tests and questions to be consistently applied. This supports the pathfinders’ development and provides CLG with an independent assessment of how effectively the national HMR programme is being delivered at a local level.
This performance review takes a comprehensive look at Transform South Yorkshire (TSY) performance in developing and delivering its programme across the pathfinder area, based on an updated performance review framework, using the following themes.
