This performance review takes a comprehensive look at the performance of Urban Living in developing and delivering its programme across the HMR area, based on an updated performance review framework, using the following themes:

  • update and use of housing market intelligence;
  • place shaping;
  • affordable homes and sustainable communities;
  • community cohesion, consultation and support;
  • delivery and impact;
  • strategic and operational alignment; and
  • efficiency and effectiveness.

It also considers progress in addressing the areas for improvement identified in the Audit Commission's Strategic Review Report published in February 2008.

Within the 2008 Strategic Review Report, an assessment was made of the pathfinder's direction of travel. This was based on progress recorded at the last performance review, published in November 2007. Overall, Urban Living was assessed as performing adequately.

This performance review utilises the same framework and scoring methodology as a basis for assessment. It is therefore possible to consider the direction of travel that has made
