Periodically, the Department for Communities and Local Government (CLG) or the Homes and Communities Agency (HCA) required pathfinders to submit formal detailed proposals outlining their:
- strategic aims and objectives;
- operational plans and programmes of delivery; and
- funding required to achieve them.
The Audit Commission carried out an independent review and assessment of plans submitted by each pathfinder. Our findings were used by CLG as part of their assessment leading to the allocation of resources. The framework used by the Audit Commission to undertake the review was revised and updated each time to reflect the different stages of the programme. The independent reports and frameworks used can be found in this section. The reports were published to coincide with the announcement of funding for each pathfinder. The final reports published in March 2011, outline the risks associated with the programmes end, and consider the emerging plans for continuing the work started by pathfinders.
