The strategic housing service provided by Boston Borough Council is a poor, zero star service with uncertain prospects for improvement. The Council has not been systematic in tackling key issues such as the involvement of service users, the processing of grant applications or proactive in registering HMOs or private sector enforcement. It has been slow to address equalities in service delivery. The Council has started to improve the service, but this has had limited impact so far.
