Copeland Borough Council is providing a poor, zero-star strategic housing service with poor prospects for improvement. There is a weak understanding of housing markets and gaps in strategic plans. The Council has yet to effectively target conditions in the current stock and the delivery of new homes is not meeting needs. 
Stronger areas include its action on homelessness prevention and some aspects of its help for disabled people to adapt their homes.
