Northumberland Council’s strategic housing service is ‘fair’ with ‘promising’ prospects for improvement. It understands local housing needs, has strong partnerships and is developing sound plans, despite only having taken over the strategic housing function as part of local government reorganisation in 2009. There are still some gaps in plans however, and it cannot demonstrate that it always delivers a value for money service.
