The purpose of this document is to provide guidance to inspectors on setting up and conducting an access to services cross-cutting inspection - either in a single council (district, single tier or county council) or across a group of councils (for example in county and district councils).
This document will also provide background information useful to audited and inspected bodies in carrying out an access to services self-assessment prior to an inspection.
