On a scale from zero to three stars, the Audit Commission inspection team gave the service, which in 2008/09 paid out around £120 million to almost 40,000 people, a ‘poor’ zero-star rating.  Inspectors found that the Council was taking too long to process claims and was slow to respond to changes in the personal circumstances of those already receiving benefits.
