Mid Devon District Council provides a 'poor' housing management service that has uncertain prospects for improvement. The service in many respects is not customer-focused. The quality of work as part of planned maintenance programmes and when reletting empty homes is often low while performance in completing repairs quickly is weak.

Overall estate management is also often poor. Importantly, health and safety arrangements in place in a number of key areas are inadequate and the service offers poor value for money. While overall progress has been slow and staff morale is low in some staff there is now clear and visible political leadership to the service and positive steps have been taken to improve leadership at officer level. Financial capacity to deliver improvement appears strong and the Council is taking steps to increase its service capacity in a number of key areas.
