CPA was first introduced for single tier and county councils in 2002. We reported scores annually for each council for the next seven years.
From 2009, CPA will be replaced by the Comprehensive Area Assessment (CAA). CAA will provide an independent assessment of how well people are being served by their local public services including councils, health bodies, police forces and fire and rescue services, working in partnership to tackle the challenges facing their communities.

Earlier CPA scores
Between 2002 and 2005, the original CPA methodology applied categorising councils as excellent, good, fair, weak or poor. These results are not compatible with 2005-2008 results when a new methodology, CPA – the harder test was introduced and with it the new star rating scoring mechanism.
