Planning for an ageing population

The tools listed below are available nationally and can help councils tackle the financial challenge of an ageing population. Councils may also be aware of other tools that are available for their local areas and for specific client groups.

We'd like to invite councils and their partners to share information and suggestions about using planning tools on our noticeboard.

Value for Money Modelling Tools

Balance of Care Group ~ Telecare Business Case Planning Model
The Balance of Care Group developed the Telecare Business Case Planning Model to help councils look at how using telecare for specific client groups might impact on their care strategies.

Dr Foster Population Care Manager
Dr Foster designed Population Care Manager to help local councils use data about their local area to benchmark performance and identify local needs and inequalities

Forecasting Length of Stay and Costs (FLoSC) and FLoSC ~ PAD (Preparation and Analysis of Data)
The Health and Social Care Modelling Group (HSCMG) designed the Forecasting Length of Stay and Costs tool (FLoSC) to help councils forecast the cost of their existing, known commitments for people in residential and nursing care.

Planning4care
Planning4care helps local councils, primary care trusts and care providers understand their future health and social care needs and service requirements under various planning scenarios. This enables them, working with other local partners, to make informed decisions about future commissioning plans and resource allocation.

Projecting Older People Population Information (POPPI)
POPPI gives councils easy access to forecasts of the numbers and characteristics of people aged 65 and over in their local area. It provides data that councils can use to plan for future demand.

The Better Budget Management toolkit aims to raise standards of financial management, specifically in budget setting, monitoring and financial management. It does this by helping the organisation to identify areas of good financial management and areas for improvement.

Strategic Management of Social Care Costs
The Strategic Management of Social Care Costs toolkit aims to help councils ensure that social care eligibility criteria are supporting value for money, while identifying efficiencies and resources to modernise services.

Using Joint Financing to Improve Outcomes
The Using Joint Financing to Improve Outcomes toolkit is designed to help councils and PCTs identify how they can use joint financing arrangements to improve outcomes, transform services and deliver Vale for Money.

Information resources

The National Adult Social Care Intelligence Service (NASCIS)
The National Adult Social Care Intelligence Service was designed in partnership with the Department of Health, the Association of Directors of Adult Social Services (ADASS) and other national bodies. It is a single national resource for timely, relevant and useful information relating to the provision and performance of adult social care across England

Care Services Efficiency Delivery (CSED)
CSED helps councils to identify and develop more efficient ways of delivering adult social care. It focuses on efficiency solutions that support the transformation of adult social care, set out in Putting People First. It will help deliver sustainable change with maximum benefit to service users

Optimal Care

The focus of the Optimal Care project is to understand how and when health, social care and education could work differently or better to meet the needs of users. It will aim to deliver improvement in customer experience, drive down costs, and help services to work more effectively. The tool is currently being piloted by PWC who will present their findings from the work to the ADASS Spring Seminar.
